Why apartments are where most buyers start
Apartments are the entry point to Oman for most international buyers. They carry the lowest ticket, they sit in the communities with the most services and the most tenants, and they are the easiest type to own from abroad: a managing agent, a key and a service charge cover most of what a villa owner has to think about. In Muscat they are also where the resale market is deepest, which matters when the time comes to exit.
The choice is wider than it was five years ago. Al Mouj remains the reference for waterfront living; Muscat Hills and Muscat Bay offer golf and coastline closer to the old city; Sultan Haitham City has opened a new, lower price band on freehold title; and the Salalah resorts give a different climate altogether. This page compares them and sets out what to check before you reserve.

Apartment types and sizes
Omani developers build larger than the Dubai norm. Studios run from about 45 m², one-bedrooms from about 70 m², and two-bedrooms from roughly 110 m² upward; three-bedroom apartments and penthouses commonly exceed 180 m². Balconies and terraces are generous because the climate rewards them for eight months of the year.
| Type | Indicative size | Typical buyer | Note |
|---|---|---|---|
| Studio | 45 to 65 m² | Single professionals; first investment | In Sultan Haitham City usually at or below the OMR 50,000 family-residency line |
| One bedroom | 70 to 95 m² | Couples; investors | The most liquid resale unit in Al Mouj |
| Two bedrooms | 110 to 140 m² | Young families; the most-requested type | Crosses the family-residency line in Sultan Haitham City |
| Three bedrooms | 150 to 220 m² | Families who prefer a building to a villa | Often dual-aspect with sea or golf views |
| Penthouse | 250 to 400 m² | End users; long-term holders | Roof terraces; scarce and slow to come to market |
Specification is contemporary across the market: stone or porcelain floors, fitted kitchens, allocated covered parking and 24-hour security are standard in the communities above. Furnishing packages for letting are arranged through furnishing and handover.
Ready or off-plan: which apartment to buy
Ready apartments, mostly resales in Al Mouj and Muscat Hills, give you a known view, a known building and an immediate tenant market; you pay in full on transfer and the Owner Visa follows registration. Off-plan apartments, which dominate Sultan Haitham City and the new phases on the coast, cost less per square metre, come with staged payments and, in the new city, open the residency pathway at 30% paid. The trade is certainty against price and timing.
Our rule of thumb: buy ready if you need to move or let within six months; buy off-plan if the payment plan matters more than the move-in date, and only from a developer whose escrow, programme and remedies pass our checks. See ready-to-move property and off-plan property in Oman.
Residency through an apartment purchase
Any freehold apartment in a designated community supports a sponsor-free Owner Visa once the unit is registered in your name, under ROP Decision 87/2026 in force since 22 June 2026. The permit is renewable, covers spouse and first-degree relatives, and lapses on sale. In Sultan Haitham City the September 2025 decision brings eligibility forward to 30% paid during construction, with family included where the price exceeds OMR 50,000, which is why a two-bedroom apartment at Hay Al Wafa is the most-asked-about unit in the country.
Apartments rarely reach the Investor Residency tiers on their own; buyers who want five- or ten-year permits combine units or move up to a villa. See residency by property and family and dependants.
Rental demand and yields
Al Mouj carries the strongest short-let and corporate-let demand in the country, driven by the airport, the marina and a large expatriate professional population; one- and two-bedroom apartments let fastest. Muscat Hills and Muscat Bay let to families and executives on annual contracts. Sultan Haitham City’s rental market will form as the first neighbourhoods hand over from December 2026, with a tenant pool seeded by relocating public-sector staff.
We do not publish headline yields because they vary by building and by how the unit is let. We give you current asking rents for comparable units and a managed-let projection with costs taken out. See rental and leasing and property management.
Costs of owning an apartment
Beyond the price: a registration fee on transfer, a service charge set per square metre or per unit type by the building or community (it covers security, common areas, pools and gyms, and in resort communities the beach and marina upkeep), utilities, and management fees if you let. There is no annual property tax. Service charges differ widely between a resort tower and a neighbourhood building, so we put the schedule in front of you before you reserve. See fees and ongoing costs.
