Buying off-plan in Oman: how it works
Off-plan means buying a home from the plans before, or while, it is built. You reserve a specific unit, sign a sale agreement with the developer, and pay in instalments as construction progresses, with title registered in your name on completion. In return for taking construction risk you buy below the price of finished stock, you choose your unit from the full release, and you spread the cost over the build.
Oman’s off-plan market has grown quickly since 2023 on the back of Sultan Haitham City and the new coastal masterplans, and the rules around it have tightened in step: escrow accounts for buyer funds, registration of off-plan contracts, and since June 2026 a residency framework that recognises units whose registration is not yet complete. This page explains each piece, the risks and how we manage them.
Payment plans and escrow
A typical plan opens with a booking payment of 10% to 20%, follows with instalments tied to construction milestones through the build, and in some projects leaves a portion payable at or after handover. Every instalment is paid into the project’s escrow account at a licensed bank, from which the developer draws only against certified construction progress. Payments made outside escrow are the first thing we rule out.
| Stage | Typical share of price | What triggers it |
|---|---|---|
| Booking | 10% to 20% | Reservation of the unit |
| Construction instalments | 40% to 70% | Certified milestones: foundations, structure, finishes |
| Handover | 10% to 30% | Completion certificate and keys |
| Post-handover (some projects) | 0% to 30% | Scheduled payments over one to three years after handover |
Plans differ by project and release; the schedule for each unit comes with the price list. Late-payment terms and the developer’s remedies for default are in the agreement and we walk you through them.
The Sultan Haitham City 30% rule
Sultan Haitham City is the reason many buyers consider off-plan at all. Under a ministerial decision of September 2025, a foreign buyer in one of the city’s under-construction projects becomes eligible to apply for Omani residency once 30% of the price has been paid, with spouse and first-degree relatives included where the home is priced above OMR 50,000. Outside the city, an under-construction unit supports a one-year multiple-entry visa until completion, when the Owner Visa applies. Combined with the sponsor-free Owner Visa under ROP Decision 87/2026, which covers units not yet fully registered, this makes an off-plan purchase in the city the fastest residency route in the country.
Hay Al Wafa is the first neighbourhood scheduled to hand over, from December 2026; our city guide covers Wadi Zaha, Yenaier, Sarooj Oasis, Jood and Hay Al Ahlam.
Off-plan versus ready
| Off-plan | Ready to move | |
|---|---|---|
| Price | Lower per m²; launch pricing | Higher; finished product |
| Payment | Staged into escrow | In full on transfer |
| Choice | Full release; pick floor and aspect | What is on the market |
| Residency | SHC at 30% paid; elsewhere on completion | On registration |
| Risk | Delay; developer execution; buying on plans | Condition; priced in |
| Income | From handover | Immediate |

Risks, and the protections that address them
| Risk | Protection | What we check |
|---|---|---|
| Developer fails to complete | Escrow; licensing; contractual remedies | Escrow bank and account, developer licence, track record, programme |
| Delay | Contractual completion date, grace period, compensation | Dates and remedies in the agreement, not the brochure |
| Specification differs from the plans | Specification schedule in the agreement; snagging at handover | Materials and fittings listed; snagging rights |
| Unit not freehold | Designation confirmed per plot and unit | Freehold status in the agreement and at the Ministry |
| Residency assumptions fail | Eligibility stated, not guaranteed; price checked against thresholds | Written eligibility note with each unit |
Choosing a developer
- Licensed by the Ministry of Housing and Urban Planning or the relevant master developer
- Project escrow account open at a licensed bank, with buyer funds paid only into it
- Completed projects and their handover record, in Oman or in the developer’s home market
- Construction programme with a contractor appointed and mobilised
- Financial standing: in the government-led city, land and infrastructure risk sit with the state, which narrows the question to building execution
- Clear, balanced sale agreement with completion date, remedies and assignment terms
Assignment, resale and exit before handover
Most developers allow an off-plan contract to be assigned to a new buyer once a set share of the price has been paid, subject to an administration fee and approval. In rising markets this is how early buyers crystallise gains before completion; in flat markets it is a release valve. Note that a residence permit linked to the unit lapses on transfer, so family status should be considered before assigning. After handover, resale follows the normal registered-title process. See selling your property.
Handover: what happens at completion
- Completion noticeThe developer notifies completion and the final payment schedule; the completion certificate is issued.
- SnaggingAn inspection lists defects; the developer rectifies before acceptance. We run this for owners abroad.
- Final payment and registrationBalance paid; title registered in your name; registration fee paid.
- Keys and utilitiesKeys, access and utility connections handed over; service charge account opened.
- Residency and lettingOwner Visa on registration where not already held; the home can be let or occupied.
Our furnishing and handover service covers snagging, furnishing and move-in.
Costs specific to off-plan
Beyond the price and the registration fee at completion: an administration fee on reservation in some projects, the cost of a power of attorney if you complete from abroad, snagging and furnishing at handover, and service charges from handover. There is no stamp duty equivalent and no annual property tax. Payment plan terms may carry late-payment charges, so align instalment dates with your cash flow. See fees and ongoing costs.
Who should buy off-plan
Off-plan suits buyers who want the lowest entry price in a community, who value staged payments over immediate use, who are targeting the Sultan Haitham City residency route, or who want first choice of position in a new phase. It does not suit buyers who need to move on a date, who want rent now, or who are uncomfortable with construction risk. Many of our clients do both: a ready apartment in Al Mouj for use and income, and an off-plan townhouse in the new city for the residency clock and the price.
