Oman’s tax position for property owners
Oman is one of the lightest tax environments in which a foreigner can own a home. There is no personal income tax today, no capital gains tax on personal property, no inheritance tax and no annual property tax. The costs that do exist are transactional and modest: a registration fee on transfer, VAT on services, municipality fees on tenancy registration and the service charges of the community. From January 2028 a personal income tax of 5% applies to income above OMR 42,000 a year, the first in the Gulf, and it is worth understanding before then.
This page sets out what applies now, what changes in 2028, how companies are taxed, and where your home country’s rules reach your Omani property. It is guidance, not advice: your tax adviser gives the advice, and we work alongside them.

The 2028 personal income tax
The Personal Income Tax Law, issued in 2025, takes effect on 1 January 2028. It applies a 5% rate to the income of individuals above OMR 42,000 a year, with the definition of taxable income and the treatment of rental income and property disposals set out in the law and its regulations. For most owners of a single home the threshold means no liability; for owners with substantial rental income or large disposals it may apply, and the position depends on residence status and the final regulations. We flag the 2028 position in every set of numbers and your adviser confirms it as the implementing rules settle.
Companies and property
Omani companies pay corporate income tax at the standard rate on profits, with a reduced rate for qualifying small businesses and holidays in the free zones; VAT registration applies above the threshold; audited accounts and annual filings are required; and dividends to foreign shareholders are not taxed in Oman under current law. A company that holds a home therefore trades simplicity for structure, and the case for it is usually driven by succession or home-country tax rather than Omani tax. See business setup in Oman.
Where your home country still matters
Most countries tax their residents on worldwide income and gains, so rent from an Omani home and any gain on its sale may be taxable where you live even though Oman does not tax them. Many countries also require foreign assets to be declared. Oman has double-taxation agreements with a number of states, including the United Kingdom, India and Pakistan, which govern relief where both countries tax the same income. The rules differ by country and change; your home-country adviser applies them, and we provide the Omani documents they need.
United Kingdom
Worldwide taxation of residents; rental income and gains reportable; the Oman treaty governs relief. Non-domicile rules changed in 2025.
United States and Canada
Worldwide taxation and foreign-asset reporting; US persons report foreign accounts and assets under FATCA and FBAR rules.
Pakistan and India
Residents declare foreign assets and income under local rules; treaties with Oman apply to relief. Non-residents of those countries are generally outside their income tax on foreign income.
GCC-based expatriates
No personal income tax in most GCC states; home-country rules depend on your tax residence, not your passport.
Compliance you will actually deal with
- Registration of the tenancy contract and payment of the municipality fee when you let
- VAT on invoices from managing agents and contractors
- Bank reporting: tax identification details collected at account opening
- Service charge and community obligations under the masterplan rules
- Company filings if you hold through an Omani company
- Home-country declarations of foreign property, income and gains
Records to keep
Keep the sale agreement, payment certificates, registration fee receipt and title deed; invoices for furnishing, improvements and professional fees; rental contracts, rent statements and service charge receipts; and bank statements for the Omani account. They evidence cost base, income and expenses for both Omani and home-country purposes, and we provide an annual pack to managed clients.
How we work with your adviser
We are not tax advisers. We set out the Omani position in writing, provide the documents and numbers your adviser needs, introduce Omani accountants for company and VAT work, and flag the 2028 change and the residency-on-sale rule in every analysis. Advice on structure, residence and home-country reporting is theirs. See fees and ongoing costs for the full cost lines of ownership.
