Villas and townhouses in Oman: the overview
Oman is a villa country. Omani families live in houses, land is not scarce the way it is in Dubai, and the coastal communities were planned with gardens, pools and sea views rather than towers. For an international buyer this means a detached home with a plot is attainable here at prices that buy an apartment elsewhere in the Gulf, and it means the villa market has local as well as foreign demand underneath it.
The supply is spread across three settings: the Muscat communities (Al Mouj, Muscat Hills, Muscat Bay), the resorts within an hour of the capital (Jebel Sifah, Yiti, Barr Al Jissah) and the far south (Hawana Salalah), plus the townhouse rows and villa plots now being built in Sultan Haitham City. This page compares them, explains the villa-versus-townhouse choice and sets out what a villa unlocks on residency that an apartment does not.

| Bedrooms | Three to four | Three to six, plus majlis and staff quarters |
| Running cost | Lower service charge; less to maintain | Pool, garden and larger systems to maintain |
| Who buys | Families who want a door to the street at an apartment-plus price | Multi-generation households; second-home and lifestyle buyers |

What villas unlock on residency
Every freehold villa or townhouse in a designated community supports the sponsor-free Owner Visa once registered, under ROP Decision 87/2026, with spouse and first-degree relatives included. Villas are also the type that reaches the long-term tiers: the Investor Residency Programme grants a five-year renewable permit from OMR 250,000 of qualifying property and a ten-year permit from OMR 500,000, each extending to spouse, children and dependent parents. In the resort communities many villas clear the lower tier and the larger beachfront and golf-front houses clear the upper one.
In Sultan Haitham City the September 2025 rule applies to townhouses and villas as it does to apartments: eligibility at 30% paid during construction, family included above OMR 50,000, which every townhouse there exceeds. See the Investor Residency Programme, residency by property and retiring in Oman.
Design, specification and what to expect
Villas in the coastal communities are handed over finished to a high standard: stone floors, fitted kitchens, built-in wardrobes, covered parking for two cars, a private pool on most plots and provision for staff accommodation. Majlis rooms for receiving guests are standard, as are separate family living areas. Resort villas are often sold with the option of a furnishing package to the hotel’s rental standard; new-city townhouses are more compact and priced accordingly.
Plot orientation matters more than in cooler climates: a terrace that faces the afternoon sun is unusable for half the year. We note orientation, shading and distance to the beach or fairway on every villa we shortlist.
Running a villa from abroad
A villa needs more than a key-holder. Pools, gardens, air-conditioning plant and water systems need routine attention in the Omani summer, and resort communities expect exteriors to be kept to standard. Owners based abroad usually appoint a managing agent on a monthly fee that covers inspections, pool and garden contractors, bill payment and tenant handling if the house is let. Our property management service does exactly that, and rental and leasing covers the managed holiday-let programmes in Jebel Sifah and Hawana Salalah.
Value, demand and exit
Villa supply in the freehold communities is finite: the masterplans fix the number of plots, and the best positions, beachfront, golf-front and end-of-row, were released first and rarely return to market. That scarcity underpins resale values and explains why villas have outperformed apartments on a per-unit basis in the established communities. Demand comes from Omani and GCC families as well as expatriates, which deepens the exit market.
The trade-off is liquidity: a villa takes longer to sell than a one-bedroom apartment and the buyer pool is smaller. Plan on a longer hold and buy the position, not just the house. See selling your property and market trends.
Costs of owning a villa
Beyond the price: the registration fee on transfer; the community service charge, usually set per square metre of plot or built area and covering security, roads, landscaping and shared facilities; pool and garden maintenance; utilities, with summer cooling the largest line; and management fees if you are abroad. No annual property tax, no capital gains tax on personal property and no inheritance tax apply under current law. Detail in fees and ongoing costs.
What to check before you reserve
- Freehold designation for the specific plot in the sale agreement
- Plot boundaries, orientation and what the masterplan allows on neighbouring land
- Service charge basis and community rules on exteriors, letting and pets
- Pool, plant and roof condition on a resale; warranty position on a new build
- Payment plan, escrow and completion remedies on an off-plan villa
- Which residency tier the price reaches, confirmed in writing
